INFORMATION AND INSTRUCTIONS FOR NEW APPLICATION 
(CERTIFICATE OF REGISTRATION AND HOTEL-KEEPER'S LICENCE)

Qualifications
  1. Any person who wishes to operate a hotel has to apply to the Hotels Licensing Board for the following as stipulated under the Hotels Act (Chapter 127):

    (i) Certificate of Registration to use the premises as a hotel; and

    (ii) hotel-keeper's licence to enable the person to keep or manage the hotel

  2. The proposed Hotel-Keeper:

           (i) Must be a person who holds a post of a Chief Executive or General Manager or equivalent to that of a Chief Executive Officer or General Manager of the hotel; and

            (ii) Must be a Singaporean, Permanent Resident or an Employment Pass holder.

Submission of Application

  1. Applications for the Certificate of Registration and Hotel-Keeper's licence are to be submitted online at the Online Business Licensing Service (OBLS) website at http://licences.business.gov.sg
  2. Applications can be submitted when the Grant of Written Permission from URA has been obtained. The application will be recorded in the website for 3 months. If the applicant failed to get his application approved within the 3 months, the application will lapse and the applicant would need to re-submit a fresh application.
  3. The following documents are required to be submitted together with the online application of you can email the documents to hlb_info@hlb.gov.sg :
    • Grant of Written Permission from Urban Redevelopment Authority (www.ura.gov.sg)

    •  
    • Resume (Curriculum Vitae) of the proposed hotel-keeper.

    •  
    • Copy of proposed hotel-keeper's employment pass (if applicable)

    •  
    • ACRA business profile of the proposed commencement of operation of the Hotel.

    •  
    • Covering letter with the date of proposed commencement of operation of the Hotel.

    For new hotel developments:

    - Temporary Occupation Permit (TOP) / Certificate of Statutory Completion (CSC) from the Building & Construction Authority (BCA) (www.bca.gov.sg).  

    For existing hotels/buildings:

    - Temporary Fire Permit (TFP) / Fire Safety Certificate (FSC) from the Singapore Civil Defence Force (SCDF) www.sdcf.gov.sg

    - Temporary Occupation Permit (TOP) / Certificate of Statutory Completion (CSC) from the Building & Construction Authority (BCA) (www.bca.gov.sg)

    - If the building does not require further clearances from SCDF and/or BCA, a Letter from a Professional Engineer is required to certify that the existing TOP/CSC issued by BCA is still valid.

Approval Process

  1. After evaluating the application, the Board would request the submission of the following documents:
  2.           (i) Declaration of Guest Ratio (form will be emailed to applicant)

              (ii) Declaration of Security Measures and Transit Rates (form will be emailed to applicant)

              (iii) Copy of the advertisement in the Straits Times and Lianhe Zaobao

    - Section 9 of the Hotels Licensing Regulations requires the applicant to advertise within fourteen (14) days from the date of the online application its intention to operate the hotel. The advertisement must be in the format of a Notice. The application will be processed if there are no objections from the public within fourteen (14) days of the advertisement date.

    1. The Board would conduct a pre-opening inspection of the hotel prior to the licence approval to ascertain that the hotel is ready for operations.
    2. The processing of the application will take a minimum of three weeks upon receipt of the complete documents mentioned above.
    3. If your application has been approved, you will informed via SMS and / or email to make payment online via the OBLS website ( http://licences.business.gov.sg)
    4. The Hotels Licensing Board reserves the right to prescribe additional conditions or waive existing conditions for any application for a Certificate of Registration and/or a Hotel-keeper's Licence.

Licence Fee

  1. The hotel operations can only begin after the receipt of the Certificate of Registration and Hotel-Keeper's Licence. These will be issued after the payment of the respective licence fees via OBLS.

  2. The annual fees payable are as follows :

    - Certificate of Registration:

    (i) hotel with 100 rooms and less 
    $200
    (ii) hotel with 101-299 rooms
    $300
    (iii)hotel with 300 or more rooms
    $400

    - Hotel-Keeper's licence fees at $100 (applicable to change of Hotel-Keeper)
