INFORMATION AND INSTRUCTIONS FOR NEW APPLICATION 
(CERTIFICATE OF REGISTRATION AND HOTEL-KEEPER'S LICENCE)

  1. Any person who wishes to operate a hotel has to apply to the Hotels Licensing Board for the following under the Hotels Act (Chapter 127):

    (i) a Certificate of Registration to use the premises as a hotel; and

    (ii) a hotel-keeper's licence to enable the person to keep or manage the hotel  

  2. The proposed Hotel-Keeper has to be a person who holds a post of a Chief Executive or General Manager or equivalent to that of a Chief Executive Officer or General Manager of the hotel. 

  3. (a) Applications for the issue of a Certificate of Registration and Hotel-Keeper's licence are to be
          submitted online.

    (b) The following documents are required to be submitted online / offline :
    Grant of Written Permission from Urban Redevelopment Authority (all pages).as well as copies of all other earlier relevant Grant of Written Permission from the Urban Redevelopment Authority (all pages).

    Resume (Curriculum Vitae) of the proposed hotel-keeper.

    Clearance Certificate (Temporary Occupation Permit) / Compliance Certificate (Certificate of Statutory Completion) from the Central Building Plan Unit, Planning and Development Department, National Environment Agency.

    Temporary Fire Permit (TFP) / Fire Safety Certificate (FSC) from the Fire Safety Bureau. If the TFP is not current, then the FSC is also to be submitted . If the TFP is current, the FSC is to be submitted within one week of issuance of the FSC.

    Temporary Occupation Permit (TOP) / Certificate of Statutory Completion (CSC) from the Building & Construction Authority. If the TOP is not current, the CSC is also to be submitted. If the TOP is current, then the CSC is to be submitted within one week of issuance of the CSC.
    (c) Please note the following :

    • Full Name and Address of Hotel.

      Please ensure that the full address of the hotel (including postal code).is provided 

    • Number and Type of Liquor Licence .

      Please abbreviate the type of liquor licence e.g

      1st Class Public House
      - 1 PH
      2nd Class Beer House - 2 BH

    (d) If all the documents above are provided at the time of submission of application online, the processing       of the application will take a minimum of 3 weeks from the submission of the application and is subject
          to the approval of the Hotels Licensing Board.

    (e) When submitting the Application, the Applicant is to indicate by way of a covering letter the estimated       date of proposed commencement of operation of the Hotel. The Applicant is to note that the
          proposed commencement of operation of the Hotel shall be subject to approval of the Application by
          the Hotels Licensing Board and issuance of a Certificate of Registration and Hotel-Keeper’s Licence.

  4. Within fourteen days of the date of the online application for a Certificate of Registration, the applicant shall, at the applicant's own expense, advertise the Application in The Straits Times and Lianhe Zaobao and forward a copy each of the advertisements to the Secretary of the Board. The advertisement must be in the format of the Notice Form.

  5. The annual hotel registration fee payable is as follows :
    (i) hotel with 100 rooms and less 
    $200
    (ii) hotel with 101-299 rooms
    $300
    (iii)hotel with 300 or more rooms
    $400

    and hotel-keeper's licence $100.

    If your application is approved, you will be informed via SMS and / or e-mail to pay online.

  6. Every licensee shall keep displayed in a conspicuous place in the public part of the hotel :
    (a) the Certificate of Registration of the hotel; 

    (b) the Hotel-Keeper's Licence; and 

    (c) the rates charged for rooms in the hotel.

  7. Where any change is effected in the hotel-keeper or in the ownership of a hotel, the hotel owner shall notify the Secretary of the Hotels Licensing Board. This is through submitting online for approval of HLB under Updates of Change of Hotel Keeper or Change of Hotel Ownership(as applicable). All the particulars of such change within ten days of the effective date of such change. Failure to do so, may lead to prosecution of offenders under regulation 43 of The Hotels Licensing Regulations an offence which carries a fine not exceeding $1,000 on conviction for a first offence and to a fine not exceeding $2,000 for a second or subsequent offence.

  8. The owner or licensee of a hotel shall not change the registered name of the hotel without the prior written approval of the Hotels Licensing Board. This is through submitting online for approval of HLB under Updates of Change of Hotel Name. Failure to do so, may lead to prosecution of offenders under regulation 43 of The Hotels Licensing Regulations an offence which carries a fine not exceeding $1,000 on conviction for a first offence and to a fine not exceeding $2,000 for a second or subsequent offence.

  9. The Hotels Licensing Board reserves the right to prescribe additional conditions or waive existing conditions for any application for a Certificate of Registration and/or a Hotel-keeper's Licence.

  10. The applicant is to ensure that all information furnished in the application form online must be true and correct, including spellings of names and NRIC No /FIN No. Failure to do so, resulting in any erroneous information given, may lead to prosecution of offenders under Section 16 of the Hotels Act, an offence which carries a fine not exceeding $2,000/- on conviction for a first offence and to such fine or to imprisonment for a term not exceeding 6 months or to both for a second or subsequent offence. It may also affect the application adversely.
